Scope

Use one governed hierarchy: Idea → Epic → Feature → Task. Scope owns stable product identity and canonical reader pages; Architecture owns task derivation, dependencies, and readiness; Kanban owns Focus admission; Delivery owns execution evidence; Releases owns release evidence.

Delivery status​

Product items use IN_BACKLOG, IN_DESIGN, IN_DELIVERY, TO_BE_RELEASED, DONE, or CANCELLED. Tasks use IN_BACKLOG, IN_PROGRESS, TO_BE_RELEASED, DONE, or CANCELLED. BLOCKED is a separate flag with a reason and durable evidence. Approval is a gate, never a delivery status.

Exact and roll-up authority​

Task transitions and direct no-child decisions are EXACT. Epic and Feature states calculated from complete required-child sets are DERIVED. A parent cannot appear earlier than active required work, and it cannot become TO_BE_RELEASED or DONE while a required child remains earlier. CANCELLED is an authorized decision and never counts as done.

Dependencies, gates, and evidence​

Record canonical dependency IDs, owner, blocker reason, approval conditions, actor, UTC transition date, previous and target state, and a durable source link. Scope approval, implementation approval, Focus admission, and release approval are separate gates. Silence, CI success, a merge, or documentation activity does not satisfy a gate or advance delivery status by itself.
