Build the documentation candidate

This portal uses Docusaurus 3, pnpm, TypeScript, eight dedicated sidebars, strict broken-link handling, a zinc radius-zero theme, and a Gitea Actions Pages workflow. The application target is Next.js with a thin BFF, but application implementation belongs in the application repository.
