Validate and publish documentation

The verification script checks required area order, dedicated sidebar/plugin wiring, scope IDs, architecture boundaries, radius-zero styling, source-evidence placeholder, workflow presence, and secret hygiene. TypeScript and the production build then validate configuration and links.

Gitea Actions runs install, verification, type-check, and build for pull requests and pushes to test. On a successful push to test, it publishes build/ to the repository-derived Gondor Pages directory after verifying the persistent mount. Local creation of this workflow does not trigger CI or change Pages until a human-approved push occurs.
