Select the highest-value unblocked item whose gates are complete. Keep one accountable owner or required capability visible for every focused item. Record dependency IDs rather than prose-only relationships. When a blocker is external to the current channel, keep the item in its governed lifecycle state, set the orthogonal blocked flag, cite the reason, and route the decision to the owning channel.
