Separate fast CI from reusable release qualification

Requirement statement

The delivery system shall provide a fast exact-head merge-quality gate and one reusable exact-candidate release qualification whose evidence is verified by credentialed publication without duplicate validation.

Rationale

Current Gitea workflows repeat long-running validation and UAT for one merged revision, delaying feedback and consuming shared runners without adding distinct evidence.

Acceptance criteria

Criterion 01

Given
one immutable release candidate has completed the full governed qualification
When
credentialed publication begins
Then
publication verifies and consumes the exact evidence manifest without rerunning the same qualification or UAT
Evidence
A reviewed exact-candidate run must show one qualification, one publication, and rejection of mismatched source, image, test, environment, attempt, or artifact identity.

Criterion 02

Given
a pull request receives a newer exact head
When
required CI is scheduled
Then
the superseded run terminates promptly and the newest head produces one fail-closed merge-quality aggregate with p95 queue-to-result below ten minutes
Evidence
A representative measured run window must prove the p95 budget, complete gate aggregation, and prompt superseded-run cancellation without retries masking failures.
