How the records connect
- The client registry is the authoritative list of organizations.
- Each client dossier records systems, services, contractors, relationships, direct sources, confidence, and unresolved gaps.
- The generated systems registry consolidates only clearly identical labels and links every observation back to its client dossier.
- The generated contractors registry preserves each named provider and its evidenced role across linked clients and systems.
- Direct evidence remains the basis for every material claim; unknowns are kept explicit rather than inferred.
Interpret safely
A system-client link may mean ownership, use, operation, procurement, hosting, maintenance, support, or another evidenced relationship. Open the relevant dossier before treating an association as ownership or current use. Absence of public evidence is not evidence of absence.
