Delivery scope
Measure world catalogue render time, world initialization time, peak browser memory, post-disposal memory, deployed namespace CPU and memory, and result for every declared browser/input pair using fixed representative smallest and largest supported world fixtures; compare recorded measurements with the explicit Architecture-owned budgets.

Inputs
- Explicit performance and resource budgets, the declared browser/input matrix, and fixed world fixtures.
- Captured timing, memory, CPU, and compatibility observations for an exact candidate revision.
Outputs
- A machine-readable result per world and matrix row with measured values, budget, pass/fail, environment, and candidate revision.
Failure boundaries
- A missing budget, skipped declared row, unavailable fixture, non-finite measurement, exceeded budget, browser error, or resource leak marks the affected row failed; no aggregate pass is emitted when any required row fails.
Excluded scope
- This task reports measurements and does not relax or invent missing Architecture budgets.
- Undeclared browsers, devices, and worlds are not certified.
Verification steps
- Run applications/web/test/quality/world-selection-quality.spec.ts against every declared matrix row and both fixed world fixtures.
- Validate each result against applications/web/test/quality/results/world-quality-result.schema.json and assert all required measurements are finite.
- Force one exceeded budget, skipped row, and disposal leak; assert each prevents an aggregate pass.

The retained 12-row Chromium, Firefox, and WebKit keyboard/pointer baseline at measurement revision bdef362b25cd7eee5a345c008f40bf20b4a89e72 covers canonical smallest/largest world workloads, records six finite metrics, derives each budget as the measured worst plus 20 percent, validates every row against the result schema, and fails closed for missing budgets, skipped or duplicate rows, unavailable fixtures, non-finite values, exceeded budgets, browser errors, revision mismatch, and retained disposed resources. Release completion verified on product 1.0.0.0 at GitOps revision 5d3712d89dfbf7dacd993348e55f497d126c7bf9 with Argo Synced/Healthy, exact image digests, authenticated API/database access, and three-world configured-flight acceptance.
